Symptom

Get error message "SCLM application is not configured in the current business tenant" when opening application "Manage Software Components" or when creating Software Component in app "Manage Software Components".

SAP S/4HANA Cloud Public Edition

Reproducing the Issue

  1. Enter the app "Manage Software Components".
  2. Click on the "Create" button.
  3. Fill in the "Namespace" field.
  4. Fill in the "Name" field .
  5. Fill in the "Description" field.
  6. Fill in the "Type" field.
  7. Click "Create".

Cause

The app is being used in the wrong system.

Resolution

The app “Manage Software Components” can only be used in the Partner Add-On Development System for Scalable Delivery | SAP Help Portal

  • In a standard development system (client 080), there are two pre-installed software components for custom development as described here: Software Components and Packages
    • ZLOCAL is the component for local development, typically used for testing and prototyping.
    • ZCUSTOM_DEVELOPMENT is the component for productive development that can be transported to your test and production system.

A developer user has the authorization to create new packages and development objects in these two software components.

  • In a TDD system (Partner Demo Development Tenant), only predefined Software Components exist and other software components cannot be created: 
    • Software Component ZPARTNER => Multi-Off Development
    • Software Component ZLOCAL => System Local Development which can not be transported or deployed
