3530718 - It is not supported to localize Custom List Field Values in form - Performance Management

Can not add "msgKey" attribute to "elist-value" to localize the custom list field values.

1. Create a custom field, for example, with type "list".
2. In form template xml, add "msgKey" for "elist-value" to localize the values.
3. When save the template xml in provisioning or upload the template xml in instance, receiving error.

This is expected behavior. The attribute "msgKey" is not declared for element type "elist-value" so you can not localize the value of custom list fields.
