3531795 - Dump error "GETWA_NOT_ASSIGNED" occurs when implementing Note in the revamped SNOTE

During implementing Note in transaction SNOTE, the following dump error occurred.

 What happened?
     Error in the ABAP application program.

     The current ABAP program "CL_SCWN_NA_NOTE_ASSISTANT=====CP" had to be
      terminated because it found a
     statement that could not be executed.

The revamped Note Assistant ( see SAP Note 3051466 )  is in use in the environment.

Scenario 1:

HTTP method is used for Note downloading.

Scenario 2:

Download service is used for Note downloading.

The method for Note downloading can verified in report RCWB_SNOTE_DWNLD_PROC_CONFIG in transaction SE38.
