3532397 - Return Purchase Order item can be created even if material is blocked for purchasing - ERP and S/4HANA

Symptom

When a material number is blocked in the plant with the status 'Blocked for procurement', it is still possible to create a PO item with the 'Returns Item' indicator checked, without triggering message ME053.
