Symptom
- The "Evaluate Eligibility Based on Benefit Master Data Change" job is not picking up inactive retirees properly.
- The issue occurs when trying to update the enrollment record for a specific benefit for a retiree.
- The job does not pick up any records according to the Execution Manager, even when a new timeslice for a rate change is saved and the job is run for the benefit and user.

Reproducing the Issue
- In Benefits Admin Overview, confirm enrollment record for a user for a specific benefit with a specific effective date.
- Confirm new time slices for the rate charts in use for this benefit that are effective on a future date.
- In Manage Data, create a sync job for this user and benefit to update the record for the current period, effective on the date of the new timeslice.
- After a few minutes, check the Execution Manager dashboard and confirm that 0 users were impacted.
Cause
The "Evaluate Eligibility Based on Benefit Master Data Change" job only processes active employees, not inactive retirees.
Resolution
Currently, there is no direct solution to this issue as the job is designed to only process active employees.
