3532887 - Workflow of change position in Job Information is going to the current HRBP instead of target HRBP

Change position in Job Information workflow needs to be approved by source and target HR, however, when set workflow as 

The workflow will go to source HR in step 3 but not target.

HR change will be done after Position change workflow is approved. After position change is approved, system will change user's HR based on new position.

System has no info that HR was changed when the workflow was initiated, thus, the resolved target HR was also source HR.

In order to send this workflow to new HR, the new HR has to be changed when the workflow is initiated. Either 

• Input new HR via Actions<Change Job and Compensation Info<Choose Job Information and Job Relationships at the same time, and type new HR manually
• Or set new HR by a cross-entity business rule and configure it in Manage Business Configuration<jobInfo<onSave, like below
