3532938 - Duplicate rows in "Email and Messaging" Report

Symptom

The "Email and Messaging" report is showing duplicate rows in the results. There may be many more of these duplicates than there are expected rows in the tables. For example, there may be only 12 unique emails in the table in a TEST region, but over 700 rows appear in the report.

For reference, the report is STD_EMAIL_AND_MESSAGING in the report policies in the Policy Editor.
