SAP instance can not start up.

In dispatcher trace (dev_disp), following error is found:

*** ERROR => RqQInit: EvtCreate failed (rc=1) [dpQueue.c 2143]
*** ERROR => DpIPCInit2: RqQInit [dpxxtool2.c 612]
*** DP_FATAL_ERROR => DpSapEnvInit: DpIPCInit2
*** DISPATCHER EMERGENCY SHUTDOWN **
