3532972 - Unable to Add Flows after Security deal settlement via transaction FTR_EDIT

Symptom

After the settlement of a Security deal, it is not possible to add other flows via transaction FTR_EDIT.
The system issues a warning message FWTR098 when trying to add or change flows for securities purchases already posted.
