SAP S/4HANA Cloud Public Edition.

The Business Catalog SAP_CA_BC_IC_LND_FIN_BP_ID_PC is not assigned to the business role, or the assigned business role is not assigned to the CB user.

Add Business Catalog SAP_CA_BC_IC_LND_FIN_BP_ID_PC to one Business Role. And then assign the business role to the CB user.
