3534757 - Unable to Download SAP Notes via SNOTE with SNC Enabled

1. Symptom: Inability to download or upload any SAP notes via the SNOTE transaction if SNC is enabled.
2. Error Message: "Message incomplete (severity, area, number, or exception missing)" during the process.
3. Program Failure: Calling an external command in transaction SM49 fails due to PROGRAM_START_ERROR message ID BT645.

In the developer traces (dev_w*), there is information that sapxpg could not be started due to an incorrect configuration in the SNC Partner Name:
