3535551 - How does the Account Assignment work for cost elements in advanced valuation - SAP S/4HANA Cloud Public Edition?

The journal entry items generated by the foreign currency valuation still has value for field "Cost center" or "functional Area" for Cost Element,  even though, the Controlling Object Inheritance Option are set to "Always No Assignment"  for the field in the configuration "104827 Define Rules for Determining Account Assignments in G/L Processes". How does the Account Assignment work for cost elements in advanced valuation?
