3536187 - My Purchase Requisitions New app hangs when creating/deleting drafts - SAP S/4HANA

Symptom

It is not possible to create a new Purchase Requisition in the "My Purchase Requisitions New" app. The app hangs after clicking on the 'Create Item' button or when attempting to delete a draft.

The following error can be seen in the Console tab (F12 Developer Tools): "You can't edit this object at the moment. It is locked by user ."
