Symptom
After enrolling in Insurance benefit for the current year, there are deduction records being created for the previous years as well even though the user has not enrolled in the past (i.e., opted to waive the enrollment). This results in an overcharge in the payroll.
The issue is observed in Manage Data > Recurring Deductions object where the last modified date shows it was updated with the same timestamp as the latest enrollment for the current year, causing retroactive triggers in the paycheck.

Reproducing the Issue
- Navigate to Manage Data.
- Search for the Recurring Deductions object.
- Search for the sample employee ID.
- Observe that in all deduction rows, the deduction records have been created for the previous years' records and the last modified date shows it was updated with the same timestamp as the latest deduction record corresponding to the current year's enrollment.
