After the 2H 2024 release, the "Accept Match" button appears for Add New Employee even though Enforce Rehire with New Employment is configured.

Reproducing the Issue
- Go to Add New Employee.
- Enter details of inactive user.
- Accept Match button is present in popup.
Resolution
- Product Engineering is investigating a solution.
