As per the 2H 2024 SAP release, MTR-9423 Exclude Process Owners of 360 Reviews from Inactive User Purges is introduced.

1. Admin Center > Data Retention Management.
2. Please click on Create New Purge Request
3. In Select a purge request type:, Search for Inactive User Purge ; the option is not available.

Based on ECT-242229 Purge Inactive User Request Type Is Deleted for Employee Central as of Nov 15, 2024. 

This feature is taken back because the Purge Inactive User request type, under which the 360 Reviews exclude option is provided, will be deleted in 2H 2024, and as a result, customers won't be able to access the feature.
