3538686 - Release segments with RetainedFree status due to tenant copy

Symptom

  1. You can see RetainedFree log segments under the log directories in your database, but replication was not active.
  2. You found entries in  "SYS_DATABASES"."M_DATABASE_REPLICAS" and  "SYS_DATABASES"."M_DATABASE_REPLICA_STATISTICS" as a result of a previous tenant copy.
  3. You no longer need to perform the tenant copy.
