3540197 - Unable to see users under 'SF_TIH_Talent_Intelligence_Hub_Manager_Dashboard_v1.0' report template

In SAP SuccessFactors Story reporting, users are not visible in the standard report 'SF_TIH_Talent_Intelligence_Hub_Manager_Dashboard_v1.0' even though they are assigned to a manager via Job Role.

1. Run the report 'SF_TIH_Talent_Intelligence_Hub_Manager_Dashboard_v1.0'.
2. Check the users listed within the report.
3. Run the report as a Line Manager (LM).
4. Run the same report.
5. Check the table for the LM's portfolio, number of users are not aligned.

The issue is due to the design of the query used in the report. The starting point of the query is a portfolio that combines both skill and person. This design could lead to the omission of certain users if they do not have a skill maintained.

This is expected behavior as the Starting point is growth portfolio which has a combination of skill and person. 

However, it should not be a problem to re-write the query in the way it is configured below. Here, you get all employees even if no single skill is maintained in the users Growth Portfolio.
