3541697 - Error occurs when saving draft of adding another assignment for contingent worker

When trying to add another assignment for existing contingent worker, after maintaining all mandatory fields, click on "Save Draft", error occurred:

"This Person Id already exists. Please enter a new unique value. The User Id XXXX already exists. Please enter a new unique value."

If clicking on "Submit" directly, no error is popped up and new user can be created successfully.
