During "Manage Pending Hire" step for an onboarding candidate, recruiters are able to proceed with data submission even if they leave mandatory fields in "Edit Details" blank.

Cause
The mandatory fields in "Edit Details" can be left blank if the user did not click on the "Edit Details" button.
Resolution
The fields in "Edit Details" are required only when the "Edit Details" button is clicked. Otherwise, the "Edit Details" section is optional.
Situation 1: Mandatory fields on the main page are not filled in.
The data cannot be submitted.
Situation 2: Mandatory fields on the main page are filled in. The user clicked on the "Edit Details" button, but the mandatory fields in "Edit Details" are not filled in.
The data cannot be submitted.
Situation 3: Mandatory fields on the main page are filled in. The user has not clicked on the "Edit Details" button.
The data can be submitted.
