Symptom

A "403048 Api Rate limit exceeded" error response is still returned from CDC's API when there is production traffic, or when a a load or performance test that is being carried out, which is in-line within the thresholds defined either by the documented Acceptable Use Policy or by a load preparedness form submitted and approved prior to the test.
