3542969 - Error "Tenant database <TID> does not have the control to activate new persistence root key " shows while activating new root key

Symptom

Once the Encryption root key on Tenant DB has been generated and backed up, you executed below sql statement on your Tenant DB:
ALTER SYSTEM PERSISTENCE ENCRYPTION ACTIVATE NEW ROOT KEY

Then you will receive below error messages:

Could not execute 'ALTER SYSTEM PERSISTENCE ENCRYPTION ACTIVATE NEW ROOT KEY' in 45 ms 704 µs .
SAP DBTech JDBC: [403]: internal error: Tenant database <TID> does not have the control to activate new persistence root key
