3543484 - Error while loading shared libraries: libssl.so.1.1: cannot open shared object file: No such file or directory

Symptom

You get error "Registration of package EMLLIB failed at "create afl package _SYS_AFL.EMLLIB file '/plugins/eml/libaflemllib' in _SYS_AFL.EML" with error 444: "package manager error - load library failed"." when checking Plug-In status.
In HANA service trace, there's error like "libssl.so.1.1: cannot open shared object file: No such file or directory"
