This article explains how attributes and users are sorted in latest stack ranker.

SAP SuccessFactors Performance Management

1. The order of attributes in latest stack ranker follows the order on user's form. 

For example, in latest stack ranker, there are two users: user A and B. User A has competency 1, 2, 3 on form, user B has competency 3, 4, 5 on form, then in latest stack ranker it will show attributes in order 1, 2, 3, 4, 5.
