3543547 - IBP Planning Area Activation error: A time profile level must be set as a root attribute

A new planning level is created or an existing planning level is modified, and planning area activation or check fails with error like:

E - Planning level XXXX: A time profile level must be set as a root attribute.

E - Check of XXX has failed.

E - Activation failed / E - Check failed
