In Latest Goal Management, is it possible to remove the validation for start date and end date in table type field?

Reproducing the Issue

1.Go to the goal plan and edit a goal.
2.Add a new row in milestone table.
3.Enter an end date earlier than the start date.
4.An error occurs: Unable to save goal. Please choose a start date earlier than the end date.

Resolution

The "validate-start-before-due" attribute controls the validation for start date and due date.
It is defined in table columns that have the field ID start and type date.
By default, the value of this attribute is true. If not configured, the value is true and the validation will still occur.
When the attribute is set to true, the start date must be earlier than the end date.

In legacy goal, if this attribute is set to false, no validation will occur and start date could be later than due date.
In Latest Goal Management, the feature to set this attribute to false is planned to be supported by patch 2411p6.
