3544082 - Inconsistent billing date and job ran date when using "Schedule Billing Creation for Preliminary Billing Document" app

When using "Schedule Billing Creation for Preliminary Billing Document" app to create invoice, setting the default data for billing date to today (dynamic), a few invoices are found to be posted on incorrect dates.

The system operates on UTC time, so the system encounters date inconsistencies when other time zones are used, such as Eastern Time (UTC-5). For example, scheduling a job for 9 PM (UTC-5) requires the system to convert it to 2 AM UTC the next day. Therefore, a job scheduled for 9 PM effectively runs the following day in UTC time. As a result, the billing date, which uses the job date, will also be set to the following day.

This is the standard system behavior.
