You have one Background Element configured for two different blocks and would like to restrict permisison over the element for only of of the blocks.

Cause
This is an expected behavior.
Resolution
Adding the same background element to more then one block is not recommended and can cause data inconsistencies. The permissions will be limited if this is applied.
