3545497 - Object set cannot be edited consistently in app "Register Extension for Transport"

Trying to assign a Custom Analytical Query or Custom Business Object to a transportable package using app "Register Extension for Transport", fails with error:

Item <Custom Analytucal Query> of type DDLS could not be added anew. Object set cannot be edited consistently. Function module AUTHORITY_CHECK_IWMO does not exist

Item <Custom Business Objject> of type SCBO could not be added anew. Object set cannot be edited consistently. Function module AUTHORITY_CHECK_BOBF does not exist
