3546226 - 'Partial Delivery at Item' on Sales Order Document (Item Level) doesn't work

Symptom

'Partial Delivery at Item' has been selected as 'C' ('Partial Delivery at Item').This way, ATP will only confirm if a full delivery is possible. 
However the outbound delivery can be created.

Environment

SAP S/4HANA Cloud Public Edition

Reproducing the Issue

1. Create a new Sales Order with VA01.
2. Enter the 'Only complete delivery allowed (C)' into 'Partial Delivery for Item'.
3. Save the Sales Order Document.
4. Create a new Delivery Document on 'Create Outbound Delivery from Sales Order (F0869A ) Application with reference document you made on the previous step.
5. It is possible to create a Delivery Document even though 'Only complete delivery allowed (C)' has been selected.

Cause

Message VL062 "Full delivery is required" is designed as an information message (Message Type "I") instead of a warning message (Message Type "W") or an error message (Message Type "E").

Resolution

1. Use the SSCUI 'Configure Default Settings by Sales Area' (ID: 106305) and set the availability check rule as 'B - Full Delivery'. This way, ATP will only confirm if a full delivery is possible. 
2. Use the shipping BAdI called LE_SHP_DELIVERY_FINAL_CHECK (Last Checks Before Saving the Delivery) and implement your own logic to prevent the creation of the delivery if the confirmed quantity does not match the delivery quantity.
