Symptom
When rehiring user with old employment and trying to submit the hire, error message pops-up "The effective start date is earlier than the earliest retro date and it may cause errors during data replication to the payroll system. Please adjust the effective start date to XX/XX/XXXX or later."

Reproducing the Issue
- Rehire user with old employment;
- Keep the one time payments from previous employment;
- Submit the hire;
- Error message is thrown;
Cause
You have set the earliestChangeDate for the pay group in Manage Data. When submitting a rehire, the system will validate the job information data and consider the earliestChangeDate of the pay components from previous employment.
This message will always trigger during validation if the Earliest Hire Date is after the pay component's dates in the compensation section of hire page, regardless of whether any actual changes have been made. This is expected behavior designed to ensure data accuracy.
Resolution
To bypass the message and see the "proceed" button, users must have permission under Employee Central Effective Dated Entities > Compensation Information > RBP to delete pay-group.
You can also configure the earliestChangeDate from Manage Data to a date earlier.
