Symptom
In the latest people profile, the permissions granted for adding One-time payments do not respect legacy behavior.
Users who do not have permission to Employee Data -> One Time Payment Edit Action, should only be able to add non-recurring pay components via 'Add One Time payment' but in new view, users see combination of recurring and non-recurring pay components.

Reproducing the Issue
- Log into the instance.
- Proxy a user with this permission, e.g. the HR admin and confirm permissions:

- Go to sample user employee's profile within target population.
- Observe that within picklist of "Add one-time payment" option, includes combination of recurring pay components and non-recurring pay components.
- Compare with Legacy behavior, where only non-recurring pay components are selectable as per RBP
Resolution
