3548035 - Error while creating Communication Arrangement SAP_COM_0523 - Error reading LMS ID: Communication System not yet registered

Symptom

An error occurs when attempting to create a new Communication Arrangement for SAP S/4 HANA Public Cloud to communicate with SAP Cloud ALM as per https://support.sap.com/en/alm/sap-cloud-alm/operations/expert-portal/setup-managed-services/setup-s4hana-cloud.html.
The error message displayed is: "Error reading LMS ID: Communication System not yet registered."
The issue arises when selecting the scenario SAP_COM_0523 "Business Process Monitoring Push Integration", during the creation process.
