3548041 - Access Denied Error in Run Statutory Reports Fiori Application while downloading the attachment

Symptom

A statutory report is being created in a specific file format using run statutory reports fiori app. The status shows as "Successfully Generated." 

However, when trying to download this report via the download option, only a brief new tab flashes open without downloading the file. An error message reading "Access Denied" then shows up.
