Symptom
When the direct report's competency is rated in the Performance review form as 'Too New To Rate', in the Growth Portfolio's Team View the manager will see not only the Too New to Rate label, but also the -1971 rating populating to the competency.

Reproducing the Issue
- An employee's competency is rated as 'Too New To Rate' in the Performance form
- Navigate to Growth Portfolio as the employee's manager
- Open the Team View
- Search for the employee
- The affected competency will have both the rating -1971 value and the label 'Too New to Rate' visible
Cause
This issue occurs as in the database, the rating value is stored as -1971 (Too New to Rate).
Resolution
