3548375 - Specify Structure for Tax Jurisdiction Code new entry greyed out

Symptom

In Configuration activity Specify Structure for Tax Jurisdiction Code (Configuration Activity ID 102591) it is not possible to add new Schema. New Entries option is greyed out.

Reproducing the Issue

In Configuration activity Specify Structure for Tax Jurisdiction Code, select Edit -> New Entries

Cause

This is the standard design.
