3548866 - Data not loading New Learning Experience page

When a manager adds (or attempts to add) a learning development item to a development goal for a subordinate, then navigates back to their manager's own Integrated Learning (ILX) homepage the different sections show loading error.

1. With ILX enabled, a manager notes the sections in Learning loaded properly.
2. As a Manager, in Platform homepage, navigate to Goals > Development Goals.
3. Select a subordinate and create a goal or use an existing goal, then select the ellipses on the goal and choose: Add Learning.
4. Upon new window, make sure library is loaded, you do not have to select anything at this point (although you can), just click Done & Close the next window.
5. Navigate to the manager's ILX learning and see the sections show loading errors.
