Item numbering is not identical between delivery document and billing document despite copy item number is set in SSCUI 102763 in Define Copying Control for Delivery Document to Billing Document. 

SAP S/4HANA Cloud Public Edition

1. Set the flag Copy item number in SSCUI 102763 in Define Copying Control for Delivery Document to Billing Document
2. Create a sales order with several items
3. Create a delivery to this sales order
4. Create a billing document to the delivery document
5. Check the item numbers

If the field Copy item number gets activated between delivery and billing document, then the item numbers are taken over from the sales order, as this is the source document. A takeover of the item numbers from the delivery document will not happen. This is the standard system behavior.
