3549195 - CJ20N: WBS system status set to "CLSD" with open commitments

Symptom

CJ20N: system status can be set to "CLSD" despite a WBS element having open commitments (WRTTP 22). The expectation (based on settlement profile configuration) is that system should trigger error "Balance of WBS element & is not zero" message no. KO 115 when trying to set the closed (CLSD) status on the WBS element.
