3550038 - Differences between how BAPI_PO_CREATE1 and ME21N handles decimals - SAP ERP & SAP S/4HANA

Symptom

When creating a purchase order with a quantity including decimal places, the behavior of BAPI_PO_CREATE1 and ME21N is different.
For example, BAPI_PO_CREATE1 will round the quantity off, but ME21N will round the quantity off at first, but allow to manual change the quantity with decimal places.
