3550565 - SAP system startup failed

1. SAP system start up failed, after executing "R3trans -d" command, in trans.log file there is error as following:
   4 ETW000  [     dev trc,00000]  SQLERRTEXT : Connection failed (RTE:[89009] Socket connect timeout (60000 ms) (<IP>:<port> -><DB host>:<port>))
   4 ETW000  [    dblink  ,00000]  ***LOG BY2=>sql error -10709 performing CON
   4 ETW000  [    dblink  ,00000]  ***LOG BY0=>Connection failed (RTE:[89009] Socket connect timeout (60000 ms) (<IP>:<port> -><DB host>:<port>))
2. Also it is possible to have following error in dev_disp trace:
   C  SQLCODE    : -10709
   C  SQLERRTEXT : Connection failed (RTE:[89001] Cannot resolve host name '<host name>' rc=-2: Name \
   C               or service not known (<host name>:<port>))
