3550797 - User is unable to access the Ariba child realm after creation using the "user import web service"

Symptom

After user creation using the user import web service, the user is not able to access the child realm.We are trying to import the users using the sourcing web service, but after the user creation this user is not able to access the child realm.

The error reported:

User is not defined in any partition error message shown during logging into the realm
