Symptom

HDB failed to start with error: NIECONN_REFUSED (Connection refused), NiRawConnect failed in plugin_fopen() 
HANA log files contain no startup related information 
Below error can be found in OS log /var/log/messages during HANA startup 
Unable to open trace file sapstartsrv.log. (Error 13 Permission denied) [/bas/753_REL/src/proj/ntserv/ntservsserver.cpp 4607]
