3551691 - Error: "The class does not have implementation of interface" When Running Withholding Tax Reports in Fiori App Run statutory reports

Symptom

When a user executes the Withholding Tax report using the "Run Statutory Reports" Fiori application, the report finishes with a status of "Generated with Errors." The following error message appears in the report generation logs:

"The class does not have an implementation of the interface."
