3551691 - Error: "The class does not have implementation of interface" When Running Withholding Tax Reports in Fiori App Run statutory reports

Symptom

When the user executes the Withholding Tax report using the "Run Statutory Reports" Fiori application, the report finishes with a status of "Generated with Errors." The following error message appears in the report generation logs:

"The class does not have an implementation of the interface."
