3551885 - 'Billing Settings' button should not be enabled

The 'billing settings' button is currently accessible to all users when creating a billing document. However, it is necessary to restrict access to this button so that only a select few users can use it.  There are no specific restrictions for 'billing settings' button.

This is a standard behavior. It's not supported to restrict this button in the Create Billing Documents app.

Using the original Create Billing Documents app, it's not supported to restrict the "Billing Settings" button.

As a workaround, it's possible to implement an app variant. This functionality allows creating an app variant of Create Billing Documents and restricting the visibility of the button. However, the button restriction applies to all users.
