3552533 - Failure message "The load balancing URL http://<host>:3299 could not be reached: Connection reset" for SAP Router system in step Enter System Parameters of Solution Manager 7.2

When perform Managed System Configuration for the SAP Router system, in step "Enter System Parameters" execute connection test to Load Balancer Host and port fails with following error:

The load balancing URL http://<host>:3299 could not be reached: Connection reset

In Solution Manager JAVA Default trace, the following message shows:
