3552593 - Mass Data Management Tool picks up incorrect dates for onChange Rule

• The Mass Data Management (MDM) tool in SAP SuccessFactors Employee Central picks up incorrect effective date when onChange rule is triggered on Mass Data Change.
• The effective date of the onChange rule is set as the previous record's effective date rather than effective date of new change made by Mass Data Management Tool.
