3552962 - TenantDB fails to start with "HDB start" command

Symptom

When try to start HDB with "HDB start", tenantDB fails to start.
And daemon.ini doesn't have any info for tenantDB like below, it's possible to start HANA after copying backup into daemon.ini file.
