3553828 - KBA: Error message raised when creating an export declaration.

• The creation of an export declaration is failing with the error message "This document already exists"
• The issue is also observed when attempting to create export declarations manually in SAP GTS.
• The document is not transferred to GTS from the feeder system.
• The issue is generally raised after the number range is changed or added.
