- SOW Bid is in Pending Approval status, and approvers are set as Editors on the approval flow.
- When they are editing the SOW Bid before they approve, on the Review and Submit step, a button for Manage Questions becomes visible.
- When user clicks button, however, they cannot take any action on the Questions tab.
